A Civic Operating System for the Age of Thriving

Meta-Crisis. Meta-Solution.

A coordination failure at civilisational scale requires civic infrastructure at civilisational scale. UnitedPeoples is that infrastructure — the missing operating system through which the pragmatic-humanist majority, the Silent Giant, can finally act together.

01The Meta-Crisis

Not many crises. One.

Climate breakdown, democratic decay, inequality, conflict, information collapse, institutional distrust — these are not separate emergencies. They are symptoms of a single convergent failure: humanity has lost the capacity to coordinate collective action at the scope its challenges now demand.

Technological capability is advancing faster than our ability to act together. The institutions built for slower, more predictable times — national, multilateral, philanthropic, corporate — are structurally insufficient. Incremental reform is no longer commensurate with the scale.

When the crisis is systemic and convergent, single-issue responses — another campaign, another NGO, another fund — cannot meet it. The mismatch of scope is itself the failure.

02The Meta-Solution

Not another initiative. Civic infrastructure.

UnitedPeoples is engineered at the same scope as the crisis it answers: a civic operating system that integrates shared values, distributed governance, collaborative culture, digital infrastructure, embedded finance, and communities of practice into a single architecture.

Its design target is the Silent Giant — the ~500M mass-affluent pragmatic-humanist adults who already hold the networks, resources, and agency, but lack a platform that matches their values to vehicles at scale.

UP is not another NGO. It is new global civic infrastructure — built to outlast political cycles, scale across borders, and unleash the economic capacity of the Silent Giant for an Age of Thriving.

03Ecosystem Architecture

Two entities. One mission-locked system.

UP's legal and financial design separates public-benefit stewardship from commercial execution, while binding them through a constitutionally enforceable three-way flywheel.

The Stichting is established and operational — the nexus that houses UP's C-Suite, core operations, UP HUB, NAVi, the 15 GlobalCircles, and the culture. It is the focus of deployment across the first three years. UnitedPeoples BV and its four vehicles are planned, mission-locked, and sequenced for activation as the civic asset matures.

04The Operating Stack

Six layers. One coherent system.

UP's operating architecture stacks six layers — values, culture, governance, infrastructure, community, and action — each designed to compound the next.

i · Values

Constitutional Tenets

A shared moral charter binding every member, Circle, and entity. Not aspirational decoration — legally embedded in the Stichting's ANBI framework and in the BV's mission-locked constitution.

ii · Governance

Holacracy under ANBI

Distributed authority across Circles, clear roles, consentus-based decision-making at the edge — within the fiduciary discipline of a Dutch public-benefit foundation. Participation at scale without sacrificing accountability.

iii · Culture

ACE & DARE

Appreciative Collaborative Exploration (ACE) is UP's operating grammar. DARE — Discover, Aspire, Refine, Empower — is its action rhythm. Culture treated as infrastructure, not afterthought.

iv · Infrastructure

UP HUB · NAVi · Embedded Finance

The digital spine: platform, AI companion, and financial rails — built as one system so that capital, knowledge, and collective effort circulate through a shared architecture designed for public benefit.

v · Community

The Circle Lattice

GlobalCircles · ThemedCircles · BrandedCircles · LocalCircles — a living lattice of expertise, collaboration, and trust spanning the globe. The social architecture where collaboration actually occurs.

vi · Action

Projects — the atomic unit

All activity converges on Projects: the practical initiatives through which members address real-world challenges. By 2035, ~5.9M active Projects per year. By 2045, ~14.2M.

05The Circle Lattice

Fifteen domains of human activity.

GlobalCircles anchor the world's major fields of civic and economic life. Beneath them, specialised ThemedCircles, institutional BrandedCircles, and hyper-local LocalCircles scale participation from planetary to personal.

06The Operating Layer

Three pillars. One atomic unit of action.

The platform is engineered as one integrated system — so coordination, intelligence, and capital converge on Projects, the practical initiatives through which members address real-world challenges.

i
UP HUB
Coordination platform

The digital commons where members connect, form Circles, design Projects, and make decisions. Community formation, project management, knowledge sharing, governance workflows — a single civic surface across domains and geographies.

ii
NAVi
Agentic civic intelligence

UP's AI companion and coordination layer. NAVi matches people to collaborators, guides Project design, curates learning, and surfaces replicable methods across the network. Not replacing human agency — amplifying it at planetary scale.

iii
Embedded Finance
Capital as utility

Payments, lending, crowdfunding, micro-insurance, accounting — integrated directly into collaboration workflows. Combined with blended philanthropic, public, and private capital, this turns latent goodwill into deployable economic capability.

THE CONVERGENCE
Projects
the atomic unit of change

All UP activity converges on Projects — the practical initiatives through which members address real-world challenges. Projects take three forms:

  1. Member-Owned Initiatives — entrepreneurial ventures or nonprofit initiatives launched by individual members.
  2. Third-Party Collaborations — joint initiatives developed with external organisations.
  3. Addressing Unmet Needs — Projects tackling systemic gaps overlooked by existing institutions.

Every Circle must steward at least one active Project at all times — ensuring the network remains focused on action rather than discussion alone.

07The Cultural DNA

Culture as infrastructure.

Most large-scale initiatives underestimate culture and overestimate process. UP takes the opposite approach — encoding behavioural norms so that coordination remains constructive as the network scales.

The member spine

THRIVE Plan

A member-centred set of personal commitments across health, learning, finances, and community — tied to Projects rather than subordinate to them. Evidence-based value delivered to each member, in their own life, while they build the system.

Structure for the messy parts of progress — so the system retains people, not just mobilises them.

The relational infrastructure

Peer Support

The member-to-member fabric that makes Circles function. Mentorship matched through NAVi, peer accountability, collaborative problem-solving, shared learning — the way "do better, be better, while doing good" becomes operational rather than aspirational.

The first network that treats ideas like ecosystems, not pitches — and members like contributors, not audiences.

The operating grammar

ACE

Appreciative Collaborative Exploration. Replaces adversarial debate with constructive exploration of what is possible. Turns critique into curiosity and disagreement into design input — so networks don't fracture under pressure.

DARE · the instrument of change within ACE

Discover → Aspire → Refine → Empower. The disciplined rhythm that turns insight into design and design into action — so ambition doesn't stall at conversation.

08The Flywheel

Stichting creates. BV capitalises.

UP's distinctive innovation is a two-actor economic engine. The Stichting generates community and trust — the underlying civic asset. The BV, constitutionally mission-locked, capitalises and leverages that asset. Value flows back to the Stichting, and the system compounds.

Stichting-BV flywheel — creates and capitalises STICHTING creates community + trust UP BV capitalises + leverages civic asset MEMBERS · CIRCLES · PROJECTS mission-bound return DONATION · CAPITAL · RETAINED EARNINGS MECHANISMS UP Bank · BusinessBank · Ventures · Platform Services

How the flywheel compounds

The Stichting's work — mobilising members, hosting Circles, delivering Projects, sustaining the Tenets and ACE culture — generates something markets alone cannot produce: a civic asset of community and trust at planetary scale.

The BV is designed to capitalise on that asset through mission-locked commercial vehicles. UP Bank, UP BusinessBank, UP Ventures, and Platform Services each monetise a facet of civic participation — ethically, transparently, and with constitutional constraints.

  • StichtingCreates the asset. Receives philanthropic capital. Directs it into Missions, Projects, and the Circle lattice. Recycles mission-bound returns into deeper civic capacity.
  • UP BVCapitalises the asset. Constitutionally bound to return value to the Stichting through profit share, capital contribution, and mission lock — not shareholder primacy.
  • The loopStronger community ⇒ stronger BV economics ⇒ larger return to Stichting ⇒ more ambitious Projects ⇒ stronger community. Compounding, not extractive.

09Three Stages

Ignite. Scale. Tip.

UP is engineered across three disciplined stages, each with explicit gates, deliverables, and milestone tests. Ignite is philanthropically funded; Scale is self-sustaining; Tip is civilisationally consequential.

The institution is constructed in three stages — Sprint, Build, Deploy. Sprint (13 weeks) produces a diligenced architecture and confirmed launch team. Build (6 months) delivers UP HUB v1, NAVi v1, and D-Day — the first public launch with three GlobalCircles (Business & Social Economics; Government Politics & Public Sector; Sustainability Climate & Food). Deploy (24 months) rolls out the remaining 12 GlobalCircles, launches LocalCircles formally at Month 27 post-funding, and transitions UP Bank to its own licence. One structured gate — between Sprint and Build.

A meta-crisis of coordination requires a meta-solution at the same scope. UP is the civic infrastructure designed to restore collective agency — and the three-year build is the decisive step from which everything else compounds.
